Found this on the door. The annual notice of entry. Haven't seen one of these since before 2010. Didn't get them at Eagle Crest. They didn't bother. Got them at Sussex though, one in each year. But they were always an opportunity to report problems. Though back then i didn't know what to report. On this one is stated clearly. Not the time to report troubles.
This notice means either you're at home or not they will come and inspect.
It's 24 hours alright because being over the weekend, they couldn't give one on Monday cause if you didn't find it would have been less than 24 hours. Just to keep my mind busy over the weekend.
Needless to say. Back in September after i reported they came to fix the leaking toilet. She (the plumber) was almost gone out of the apartment when i asked a question. She came back to explain to me only to see it leaking worse. Then she fixed it. Then i reported alright to one of the leasing assistants the upstairs toilet leaking and filling all the time and nobody came. Then i obviously gave up.
When i moved in here there was a pile of cat litter out of the door that was there since i first saw the apartment and later i discovered a smaller one under the washer.
But the most interesting is the date. March 8. When i discussed the lease with the trained leasing assistants they told me they do it usually at the beginning of the year. March 8 is hardly the beginning of the year.
Of course there are numerous problems i could complain about. But i know they won't repaint to cover cracks by the nails in the ceiling or pinholes in the walls where the mold or rust is coming from at vibration cause i already asked that before i signed. Or feel the space between walls and floors where moisture is coming from the basement. Or fix the lid on the wall to the visiting hole for the basement, that is not sealed and rain is going from the wall in the basement. Washer and drier working erratically etc.
My lease contract expires in ten months since September.
But i know by now there are no better apartments in the area.
And yes, the date of notice is March 5 2016 though the date of inspection is... March 8... 2015!

- 2002 at Sussex. Post inspection handyman visit. He came in, looked at some minor thing under the bathroom sink then went outside to pick more tools from his Volvo station wagon. I was at the door when the earthquake started to rock the building. It was more than in a moving car. Was too strong for me to climb down the stairs. So i waited there in the door when i heard clearly somebody running on the roof. The handyman was also staring at something above the building, probably looking at what i was hearing.

That's how it's been all the time since i'm here. Like the... person or pet upstairs gets startled by that stomp and start walking nervously around. Then it continues following my moves and... states of mind. If it gets lazy, another heavy stomp next door or even in the building or on the alley. Upstairs, lights off (or blinds) most of the time. No other activities like cooking, talking (even on the phone i would hear) or flushing toilet. I wish i could describe the sound above. It is pretty loud but if i record it nothing much comes.
REPLY Mar 5, 2016 - Right after i found the notice, around 5 PM (was still light) i went for a walk. (had a beer, maybe can't remember). Here at this intersection i wanted to cross and i pushed the button and soon the light came on. But from the left, the 7-11 parking lot as it happened many times an SUV started and ignored me. But i couldn't ignore them cause they were bigger than me so i waited. But then another driver... honked! For i wasn't crossing... Because i was looking at that SUV trying to get his number? Then i crossed when i had 11 more seconds to go and the guy (who probably honked) coming from Nyberg lane broke the rule and went in the intersection when i was still on the lanes on his right side... I showed him the finger, he showed me his. Where are the good old days when in Oregon everybody was polite and obeying traffic rules?

I do think there is and that these cars have been purchased by the government and fitted with self driving systems (no big deal if they have cruise control, power steering and ABS). Then a large number of people moved in Portland area and much of the traffic if not all is coordinated and Portland, well, see the movement above...
