We Are The People

The 2016 Referendum did not have a question as "when". It took ten years after the Brussel treaty in 1965 for the UK to ratify it. Also. The 1975 referendum could not possibly anticipate the ratification of the next three treaties, that actually defined EU as we know it. As i said it several times before UK de jure is/was not member of the EU and the 2016 referendum was unnecessary.

I bet what confuses most of the people is the acronym EU vs the toponym Europe and Brussels being the name of the 1965 treaty vs the current location of the EU main institutions.
